All USDA grants administered by the National Institute of Food and Agriculture (NIFA) must have a grant-associated Experiment Station project established before funding will be released. These include Agriculture and Food Research Initiative (AFRI) grants, Science and Education Resources Development (SERD) grants, and others. Requirements: All proposal documentation requested by USDA Project. Projects are conducted or sponsored by USDA research agencies, state agricultural experiment stations, the state land-grant university system, other cooperating state institutions, and participants in USDA's National Research Initiative Competitive Grants Program.

According to 7 USCS § (Title 7, Agriculture; Chap Agricultural Research, Extension and Teaching; Findings, Purposes, and Definitions), the term "State agricultural experiment stations" means “those institutions eligible to receive funds under the Act of March 2, (24 Stat. , as amended; 7 U.S.C. ai).”. The OREI seeks to solve critical organic agriculture issues, priorities, or problems through the integration of research, education, and extension activities. The purpose of this program is to fund projects that will enhance the ability of producers and processors who have already adopted organic standards to grow and market high quality.
